The U.S. Army Contracting Command (ACC) is utilizing flexible acquisition authorities to accelerate the fielding of defense technologies by integrating solutions refined in active conflict zones. Operating under the Army Transformation Initiative and Acquisition Reform guidelines, the 409th Contracting Support Brigade partnered with defense contractors in Ukraine to evaluate and acquire operational systems for U.S. forces in the EUCOM and CENTCOM theaters.
As reported by DVIDS, the command leveraged streamlined contracting tools, including Master Prototype Other Transaction Authority Agreements, to drastically reduce procurement timelines. In a demonstration of this accelerated process with Napatree Technology LLC, the Regional Contracting Office – Wiesbaden issued a draft agreement within 24 hours of requirement notification and finalized the award within two weeks.
According to Regional Contracting Office – Wiesbaden Chief Chris Paitson, operational demands along the Eastern Flank require the defense industrial base and military procurement structures to adapt rapidly and execute contracts transparently. Through this accelerated construct, the Merops Anti-Drone System was tested in EUCOM, deployed to CENTCOM under Operation Epic Fury, and transitioned into a program of record for global scaling in under 180 days.
