German drone manufacturer Quantum Systems secured an early foothold in the United States with assistance from the CIA-linked venture capital firm In-Q-Tel, according to co-CEO Sven Kruck. Kruck noted that U.S. investors helped open doors in Washington and facilitate contracts with the Central Intelligence Agency and the Federal Bureau of Investigation. While the initial business generated from U.S. intelligence agencies was modest, it established critical credibility for Quantum Systems, which is now valued at approximately $8 billion and supplies reconnaissance, attack, and interceptor drones to clients including Ukraine and Germany.
The development highlights the enduring reliance of European defense startups on U.S. capital and networks, even as European governments attempt to reduce military dependence on Washington. Established by intelligence officials to identify technologies relevant to U.S. national security, In-Q-Tel owns stakes in several defense firms and is increasingly targeting Europe as military spending grows. Jennifer Nelson, executive vice president international at IQT, stated that Europe’s deep-tech ecosystem is a critical source of innovation, adding that Germany serves as a cornerstone of the regional defense ecosystem, as reported by Reuters.
The growing presence of intelligence-linked venture capital in Europe has raised strategic concerns among lawmakers. Marie-Agnes Strack-Zimmermann, chair of the European Parliament’s security and defence committee, cautioned that such investors carry mandates to secure technologies for U.S. intelligence services, potentially exerting strategic influence through observation rights, license deals, and access to government contracts. Meanwhile, Kruck emphasized that while American networks facilitated early communication with U.S. administrations, a company’s products must ultimately be convincing on merit. Quantum Systems also maintains local operations and factories in the United States to comply with Washington’s regulatory requirements for foreign defense suppliers.
