The State Logistics Operator (DOT) defense procurement agency has initiated its first tender for unmanned ground vehicles based on tactical and technical characteristics approved by the Ministry of Defense of Ukraine. The procurement covers two categories of systems, including logistics models designated for cargo delivery and casualty evacuation, as well as one-way attack kamikaze platforms.
Systems will be acquired based on compliance with established specifications rather than specific manufacturer models or brands. Platforms must operate within tactical depths across rough terrain, feature remote control capabilities, and stream live video and telemetry back to the operator. The equipment is divided into classes defined by minimum payload capacity and operational range requirements, with multiple lots structured within each category, as reported by the Ministry of Defense of Ukraine.
To maintain market resilience, the framework introduces a diversification mechanism restricting individual suppliers from winning more than fifty percent of the total procurement volume within a single class. According to Deputy Minister of Defense Mstyslav Banik, this approach is designed to engage multiple manufacturers and foster industrial competition.
The acquisition process will run within a secure environment to protect information regarding participants and defense enterprises. Eligible participants must include manufacturers or suppliers whose products meet the technical requirements and possess industrial capacity for state contracts, alongside at least one codified product in the UGV category. Interested suppliers can apply through official agency communication channels for technical specifications and verification instructions.
